How does one go about getting a big, elaborate quest approved? Do you just email a random admin, or what?

You come up with your quest idea, write down as many details as possible, then (this is the part people tend to skip) you talk to one of the questor+ to see if they would be willing to work with you on you quest.
The quest approval guidlines are in the immortal handbook, so you should easily be able to find out who you might need for the approval part. However - just because you need GOD approval (for example) doesn't mean a DEMI or below can't supervise the quest for you.
The key to all this is to -talk to people-. Don't just send a random email with all your quests info in and say "When can we run this?" Ask. Say something like, "I'm thinking of running a quest. Would you be willing to look over my materials and approve or supervise?" -before you send the materials-.
Finally, completely expect the person approving to request changes. For example, if someone sends me a recall quest where the prize is a pheart, I'd prolly tell them they need to pick a new prize or add aggros to the zone. On the other hand, if someone sends me an elaborate quest with races, clues, big mobs, etc and tells me that they want the prize to be a +2 blowgun, I'm going to recommend that they pick something a little bit bigger. That's not to say you can't have a quest where there's a little prize or no prize at all (like my "shot at the title" quest), but... things like that are suggestions from people who have run several quests and are fluent with tomato dodging.

My comments to add to this are just that you'll have more luck getting a "big elaborate quest" approved if you've actually run some smaller ones first. If someone comes to me with a "kill the world" quest and they've never run as much as a scavenger hunt/find the mob/etc quest first, it's pretty much a guarantee they will be turned down. Think through what you want to do, think about what you're asking the approver to do and what you, as a potential sponsor, would want to know before you come to one of us. Thanks

Here's a little dealy that I'd like to suggest... don't kill me, please More QSTR level players would be appreciated. Smead is wonderful to have around and such, but he's only one person. There are times where I will sit for 3 hours wanting to run a quest, but because of time restraints on the IMM's/lack of them, it's hard to even get a 'Name that Mob' quest approved, much less run. If there were more of these QSTR people that were devoted to entertaining others with tiny quests, I for one would appreciate this a whole bunch. Also, if openings for this position became avalible, I would be interested in seeing what this criteria was. And now... I have come up with a more elaborate quest, and e-mailed it to at least 3 higher up admin (since this would require it) about 6 months ago. I haven't heard a peep. Would anyone who has heard from me already be willing to let me know what's up, or any other party interested be willing to look my material over? Thanks for your help, -Nic

Aye, I've noticed that too. Smead doesn't seem to be as active as he once was either, but he's probably just busy with RL.
But, it would be nice to see a few more Questors and Avatars. The Avatars we do have either do not logon, or spend their time invisible.
